Notification for conducting LDCE for Postmen/Mail Guard and MTS

Notification for conducting Limited Departmental Competitive Examination for Postmen/Mail Guard and Multi Tasking Staff  has to be issued on 15.10.2012 as per the Examination schedule announced vide  Directorate Letter no A-34012/01/2012-DE dated 08.10.2012.But the notification was not issued so far because Directorate has not the specify the authority (whether Divl  Supdt or Regional PMG or CPMG) which is empowered to issue the notification as per the revised recruitment rules of  Postman/MTS staff. Units sought clarification from the Directorate and the notification will be issued only on issue of clarification.

INDEFINITE STRIKE CONTINUED BY GDS

The charter of demands of the strike is as follows:

• Grant status as government servants to GDS employees as recommended by Justice Talwar committee and as per the judgment given by Hon'ble Supreme Court in 1977.

• Grant bonus to GDS employees similar to government servants.

• Provide medical benefits.

• Grant compassionate appointments in all cases by removing irrational conditions and restrictions/norms prescribed recently.

• Stop abolition of GDS posts and filling vacant posts in all categories of GDS in postal and RMS offices.

• Increase of salary after certain period.

BONUS -2012

     POSTAL BOARD HAS SENT THE BONUS FILE TO THE HON’BLE MINISTER COMMUNICATIONS FOR APPROVAL REGARDING ENHANCEMENT OF BONUS CEILING TO GDS FROM 2500 TO 3500 AS THE FINANCE HAS AGAIN REJECTED THE PROPOSAL, COMMUNICATIONS MINISTER WILL BE TAKING UP THE CASE WITH FINANCE MINISTER ITSELF AS PER THE ASSURANCE GIVEN TO THE JCA EARLIER – 





GDS ALLOWANCE PROTECTION

The recommendation of the DDG LEVEL COMMITTEE is to grant protection for one year and to give chance to the GDS to improve the workload. Directorate orders will be issued accepting this recommendation as assured by Sri Sachin Pilot, Minister Communications for State to the JCA leaders at his residence.

 REVISED RECRUITMENT RULES.

            I am directed to invite a kind reference to the SPB-I Section Circular No 37 -33/2009-SPB-I dated 11.07.2013 and No 44-14/2009-SPB-I dated 12.07.2012 wherein the amendment to RRs of 2010 in respect of Postmen/Mail Guard and Multi Tasking Staff respectively were circulated to all the concerned..

2          Further attention of the Circles is also invited to SBPB-I Section Circular No 45-14(ii)/2012-SBP-I dated 31.07.2012 wherein the pattern and syllabus for the above said two Examinations were communicated.  The Directorate vide letter No 45-14/2012-SPB-l dated 31.07.2012 issued detailed guidelines for conduct of the Examination to fill up the posts of Postmen/Mail guard and Multi Tasking Staff.

3. The SPB-I Section has ordered that the dates for holding the Examination will be communicated separately by DE Section.

4.         Accordingly, the Competent Authority has now ordered to conduct the Limited Departmental Competitive Examination for Postmen/Mail Guard and Multi Tasking Staff as per the following schedule.

Subject : Scheme for engagement of GDS on compassionate grounds – merit points and procedure for selection – revised provisions thereof.



          Attention of all concerned is invited to this Directorate letter of even number dated 14 Dec 2010 under which the scheme for engagement of GDS on compassionate grounds with merit points & procedure for selection was circulated and made effective for all the compassionate engagement cases to be considered on or after 01.01.2011

2.       The Scheme has recently been reviewed in this Directorate and in partial modification to the existing provisions contained in Para 7 of the Scheme, the following revised provisions may be substituted:-

(a)       The existing ceiling of 10% is removed. All requests for compassionate engagement would be considered by the Circle Relaxation Committee on application of the relative merit points prescribed in this Directorate letter dated 14.12. 2010in hard and deserving cases only subject to availability of the vacancy for the purpose & fulfilment of the terms and conditions of the GDS post. The term "hard and deserving cases" would mean cases over and above 50 merit points.
(b)         All cases that are more than 5 years old or in which there is/are earning members(s) in the joint families hithertofare considered initially by the Circle Relaxation Committee and prescribed to be referred to this Directorate for approval would also be decided by the Circle Relaxation Committee concerned without further reference to this Directorate.
(c)          All other provisions contained in the Scheme dated 14.12. 2010 shall continue to apply as already prescribed and all compassionate engagement shall be approved within the ambit of the prescribed Scheme only.

3.       The revised provisions shall take effect from the date of application of the original Scheme. However, no past case decided in accordance with the original scheme prior to issue of this order shall be reopened. All cases lying undecided for whatever reasons may be decided only by the Circle Relaxation Committee without any further reference to this Directorate.

            As a follow up of the recommendations made in Nataraja Murthi Committee Report on GraminDak Sevaks, it has been decided with the approval of the competent authority to make the following changes in existing Welfare Schemes of Department in regards to their applicability to Gramin Dak Sevaks:-

To ensure better cover age for GDS, their wards be granted relaxation by 10% marks as in case of SCs/STs and OBCs in so far as grant book award is concerned.



            *Note: Payable from the Circle welfare Fund, only in cases in which last rites of decided Postal Employees are performed by brothers or sisters or near relatives in the absence of any other next of kin (Ref. No. 1-17/97-WL&Sports dated 17.09.1997)
2. The above changes are applicable subject to fulfillment of other terms and conditions laid down from time to time on the above issues.
3. This will take effect from the date of its issue
